Three addresses matter on a Seoul layover, and they are nowhere near each other. This page places them, gives the times between them, and says which one you are probably standing in.
Incheon International Airport is not in Seoul. It is on Yeongjong Island, about 60 kilometres west of the city centre, joined to the mainland by a bridge. That distance is the single fact that shapes every layover here: roughly an hour by road each way, and it is why five hours of any connection is spoken for before you choose anything.
The address is 272 Gonghang-ro, Jung-gu, Incheon. The terminals are open around the clock; the shuttle and the transit-tour desks are not. Every layover tour from Incheon airport to Seoul here starts from one of the three addresses below.
The two terminals are separate buildings about 15 kilometres apart, and you cannot walk between them. Which one you land at, and which one you leave from, changes your usable hours.

The shuttle runs roughly every ten minutes between 05:00 and 23:00. If you land at one terminal and depart from the other, add twenty minutes to your plan and tell your guide — most will drop you at the correct building rather than the one they collected you from.
One line, two services, and the difference matters on a short connection. The express runs non-stop from the airport to Seoul Station in 43 minutes with reserved seating. The all-stop service takes about an hour and calls at every station on the way, including Gimpo and Hongik University, for noticeably less money.
Seoul Station is the useful terminus: it sits a short metro ride or a ten-minute taxi from Gyeongbokgung Palace, Insadong and Namdaemun Market. One of the tours here is built entirely around this line, with the guide riding it with you in both directions.
Gimpo International Airport sits on the near side of the city, much closer to central Seoul than Incheon is. It handles domestic flights plus short international hops to Tokyo Haneda, Osaka, Shanghai and Taipei.
The catch is the transfer. Changing airports is a genuine cross-city journey: the Airport Railroad connects the two directly, but budget the better part of an hour plus the check-in you would need anyway. A connection that changes airports is not a layover you should spend sightseeing in.
Ships do not dock at the airport. The cruise terminal is on the mainland side at Yeonsu-gu, roughly 40 minutes from the airport and about an hour from central Seoul. Passengers arriving by sea meet their guides inside the terminal building, not at any airport door.

Pick a tour that collects from your actual terminal, cruise berth or hotel, rather than one that assumes you are already in the city.
